Under these circumstances, the economy has a different specific trend, one that we call tendential modernity. The first modern advances in the Romanian provinces happened under different influ- ences related to the geopolitical areas to which each province belonged.


It must be remem- bered that the RDC was sending a message of wide support offered by the Western democracies and, as a consequence, they insisted on inviting many foreign cshifirnet to Romania. In the case of the Romanian state, its poor economy has been the reason why its political and administrative institutions, although similar in form to those of any developed country, do not measure up to Western standards of modernity.


The elites are representatives of a formal order, which is not clearly defined, and they make broad declarative use of it, in oral and written dis- courses and programs. Due to the fact that Romania will still continue to be a society in transition, the most critical and relevant problem regards the dependency of the Romanian society on the strong societies in Europe.

The Romanian State had in a professional body qualified in European Community issues, diplomats and specialists in varied sectors connected to the European organization. Had a national state not existed, any consequent change in the modernized societies would have been impossible. These factors and con- texts usually constantjn in a contradictory manner, and the intensity of their respective influ- ences may be different.

In fact, today we assist to the spatial organization of the elites in special structures. This phase of underdevelopment goes hand in hand with the well-being of various small groups that can afford a much higher-than-average standard of living. On the one hand, the transformation of social and institutional structures of the member states of the EU occurs through schifirnst pressure of the European community institutions on the internal policies and decisions of the main actors and, on the other hand the Europeanization takes place at the same time with the deepening of the interdependencies between the European states.

But a lot of traditional elements had outlived the new capitalist political-juridical organism from Romanian society. The Romanian bourgeoisie became a social force de facto only after they gained economic power with the direct help of the Romanian state.
