Under these circumstances, the question is, whether Romania will represent a periphery of Europe, or a national community with a European standard of development. The school system has proved to be a promoter and sustainer of modernity values.
Civic Traditions in Modern Italy. For instance, the public discourse of the elites is mainly critical of communism, although the better part of the population is faced with other social and economic problems, which affect their standard of living.
This means the development in the opposite direction: The Romanian modernization was against boyars and social traditional structures. The capacity for dissimulation and a degree of adaptability are char- acteristic of many intellectuals. On the other hand, it was the leading groups that created the modern sociologje and legal framework by following the pattern of Western institutions, a vital framework for conwtantin functioning of the national state.
The education reforms that took place inandwhich supported the development of the school system, are significant in this respect. In the case of the Romanian state, its poor economy has been the reason why its political and administrative institutions, although similar in form to those of any developed country, do not measure up to Western standards of modernity.
